Stop AAPI Hate & Support for Victims of Crime

Despite a decline in hate crimes nationally from their post-pandemic peaks, high-profile incidents of anti-Asian attacks continue to persist. San Francisco AAPI residents have been targeted in numerous hate crimes in recent years, leading to horrific fatalities. Additionally, hate crimes against the Jewish community have more than quadrupled since 2023. 

Many AAPI residents, especially elders, do not feel safe in their communities. AAPI communities across San Francisco are still reeling from the surge in violence against them post-pandemic, and many have fallen victim to property and other crimes. Mayor Breed slashed the San Francisco Police Department (SFPD) budget by $120 million and has lost nearly 25 percent of the police force on her watch, which has significantly reduced patrol presence and increased safety concerns from the AAPI community in vulnerable areas.

As Mayor, Farrell is dedicated to prioritizing the safety of the AAPI community by implementing bold policies to prevent violence and hate crimes and provide more support for victims. His plan includes the following:

  • Prioritize and expedite the hiring of more police officers who are fluent and trained in Cantonese and Mandarin.
    1. As Mayor and Supervisor, Mark Farrell helped grow the police force to record size and has released the most detailed plans to solve the City’s police officer hiring crisis.
  • Increase police staffing in areas with frequent anti-Asian hate incidents, including neighborhoods and corridors like: 
    1. Corridors in the Chinese community including, Chinatown, Visitacion Avenue, Rutland Street, San Bruno Avenue, Geneva Ave, Taravel (19-24th Ave, 30-35th Ave), Noriega Street (28-35th Ave), Irving Street (19-25th Ave), and Richmond Clement Street (4-13th Ave, 20-26th Ave).
  • Create an AAPI Liaison Unit within the San Francisco Police Department that will facilitate translation services to patrol officers, various investigative units, and the community. Their primary focus is to perform outreach and patrol functions to the community and to respond to all citizen’s needs. Language services to be provided, include: Korean, Vietnamese, Chinese, Cantonese, and Thai.
  • Create an “Asian Hate Crimes Task Force” of community and public safety leaders to track crimes against the AAPI community. 
  • Create a hotline for those racially attacked whose first language may not be English. 
  • Expand community ambassador programs in neighborhoods with high AAPI populations. 
  • Ensure all SFMTA trains, buses, and public transportation stations are equipped with working and monitored cameras.
    1. Expand MUNI security physical presence on public transportation (plainclothes and uniform).
  • Provide additional budget resources for the San Francisco’s District Attorney’s office to increase support and staff for victim services and hire additional prosecutors.
  • Increase support for culturally sensitive victims services programs for victims of violence and hate crimes through the Office of Victims Rights.
  • Install more street cameras in vulnerable areas to provide an extra layer of protection and reduce human error and bias.
